CITY OF CARLISLE
APRIL 27, 2010

The regular meeting of the City of Carlisle was held this evening, April 27, 2010 in Town Hall with Mayor Tim Humphries presiding. The meeting was opened at 7:00 PM with the Pledge of Allegiance.
Roll call: Mr. Bryan Green, aye; Mayor Tim Humphries, aye; Mr. James Lickliter, aye; Mrs. Jennifer Long, Mr. Randy Winkler, aye. Absent were Mr. Chad Johnson and Mr. Scott Boschert.
Mr. Lickliter made a motion to excuse Mr. Johnson due to Military Training, seconded by Mr. Winkler.
Roll call: Mr. Green, aye; Mayor Humphries, aye; Mr. Lickliter, aye; Mrs. Long, aye; Mr. Winkler, aye.
Mr. Green made a motion to excuse Mr. Boschert due to attending a college course, seconded by Mr. Winkler.

The regular minutes of April 23, 2010 were presented to Council for approval. Mr. Lickliter made a motion to approve the minutes as presented. Seconded by Mr. Green.

Public Forum
Mrs. Callahan introduced Michael Bruck the Interim Police Chief, he spent 30 years in Middletown, 20 years plus as a supervisor and retired in 2007.
Chief Bruck thanked council for having him here in Carlisle, stated he retired from Middletown in 2007 and enjoyed his work, didn’t realize how much he missed the experience until he was called to work for the City of Carlisle. Chief Bruck stated he has been here 10 weeks and has reviewed the policy procedures, stated the basic are there but still a lot of work is needed to be done. There are training issues, we do have May training scheduled. Chief Bruck stated he has been talking with the officers regarding their interest and needs. Chief Bruck stated he has taken a look to see what’s missing in the community and what does the community expect from their police officers. Chief Bruck attended the Lions Fish Fry and actually “stopped” a train on the tracks for the Pony Tail League Parade.

Council Report:
Mrs. Long commented on how wonderful the RailRoad Crossings are. Long time coming.
Mrs. Callahan stated that CSX have completed all the tracks except for Central Ave. and they are waiting until school is out to complete. Norfork Southern has completed Lower Carlisle Road and the supervisor had a knee replacement so we are waiting to hear when they will be working on the crossing at Fairview Drive.

Mr. Winkler commented on how nice the tracks at Lower Carlisle Road. Mr. Winkler wanted to recognize Besty Parr, who is a resident of Carlisle and is the Clerk of Council for Middletown. Mrs. Parr was recently elected Clerk of the Year by her colleagues.
Mr. Green thanked the Service Department for keeping up with everything. The grounds really looks nice. Mr. Green commented that Mr. Boschert and he were working on a letter to the residents on the Marty Lee house but seeing this is on for the work session will apparently have more discussion at that time. Mr. Green invited the public to the parade for the Carlisle Baseball Association on Friday at 7PM. Heater the mascot from the Dayton Dragon will be there.
Mr. Lickliter questioned the comment in the newspaper regarding the caboose that caught fire. Mrs. Callahan stated the caboose was not on fire, a piece of hot metal fell in the grass and caught the grass on fire under the caboose.
Mr. Winkler asked about the house on Fairview on the hill, this building is empty and has a lot of debris, broken glass panel, needs cleaned up. Mrs. Callahan stated it does need cleaned up and is on the city’s list to do so. At this time, we have no contact with the owners but staff is trying to determine who owns the property.

Mayor Report:
Mayor Humphries stated he had been invited by Congressman Turner’s Office to Wright Patterson Air Force Base tour. It was interesting to see the high level of security and the amount of research that goes on there. Thank you, Marty Heidi for putting this all together.
Mayor read a proclamation recognizing the week of May 2nd through May 8th as Municipal Clerks Week and extending appreciation to Carlisle Municipal Clerk, Flo Estes and to all Municipal Clerks for the vital services they perform and their exemplary dedication to the communities they represent.
Managers Report: Mrs. Callahan stated staff was hosting an open house on April 29th at 7PM here at Town Hall regarding the SR123 phase 10 project.
Mrs. Callahan stated we have been experiencing vandalism at Roscoe Roof Park after dark and asking that the residents who live around the area report any one who is seen in the park after dark. The Service Department has been reluctant to open the restrooms due to the amount of vandalism. Service Department has some special paint to put on the picnic tables to prevent markings on the tables. Mrs. Callahan stated that staff and she have been meeting with people regarding Security Camera and how reliable this would be and the cost of the systems
AN ORDINANCE TO MAKE REAPPROPRIATION/SUPPLEMENTAL APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES FOR THE CITY OF CARLISLE, DURING THE FISCAL YEAR ENDING DECEMBER 31, 2010, AMENDMENT NUMBER 4, AND DECLARING AN EMERGENCY.
Mrs. Long made a motion to suspend the rules requiring three readings, have one reading by title only, and declaring an emergency. Seconded by Mr. Lickliter.

Discussion: Mrs. Callahan stated the supplemental for $2,200 is for a new mower for the Service Department. This is a larger mower than the one we traded thus the difference in cost needed to purchase new mower. $11,200 is needed for bridge load ratings. The National Bridge Inspection Standards is now requiring that the city needs to have all bridge in the City load rated. This is a unfunded mandate and if not done may jeopardize federal funding.

A RESOLUTION DECLARING IT NECESSARY TO PROVIDE FOR LIGHTING THE STREETS, LANES AND OTHER PUBLIC WAYS IN THE CITY OF CARLISLE, OHIO WITH ELECTRIC LIGHTING DURING THE YEAR 2009 AND AUTHORIZING THE ASSESSMENTS FOR THE COST AND EXPENSE THEREOF UPON ALL LOTS AND LANDS LYING AND BEING WITHIN THE CORPORATE LIMITS OF SAID CITY.
Discussion: This resolution is on for the third reading and adoption,

Discussion: This ordinance is on for the third reading and adoption.

Mike Bruck was sworn in as interim police chief Thursday.  Bruck is a former police chief of Middletown.  As reported, Tim Boggess has been placed on paid administrative leave for what is being called performance issues.

Carlisle Police Chief, Tim Boggess, who has been chief since 2004, has been placed on administrative leave with pay pending the outcome of a review.  Boggess was relieved by City Manager Sherry Callahan effective on Thursday, February 4th for what is called the performance of his duties.

Seal of Warren County, Ohio
WHIO is reporting that all charges have been dropped against Carlisle Mayor, Tim Humphries.  Humphries was facing several charges stemming from an incident in December that were classified as a "Road Rage" incident.  The charges were obstructing official business, aggravated menacing, and prohibition against parking on highways.

Humphries charges were dropped when no one from the Carlisle Police Department appeared in court during the preliminary hearing.

CITY OF CARLISLE
OCTOBER 13, 2009

The regular meeting of the City of Carlisle was held this evening, October 13, 2009 in Town Hall with Mayor Tim Humphries presiding. The meeting was opened at 7:00PM with the Pledge of Allegiance.
Roll call: Mr. Dennis Bowles, aye; Mrs. Carry Branson, aye; Mayor Tim Humphries, aye; Mr. James Lickliter, aye; Mrs. Jennifer Long, aye; Mrs. Mary Ann Thompson, aye; Mr. Randy Winkler, aye.

The minutes of September 22, 2009 were presented to Council for approval. Mr. Lickliter made a motion to approve the minutes as presented. Mrs. Thompson seconded the motion.

Public Forum:
Mr. Martin Kim from Miami Valley Regional Planning Commission presented to Council a Power Point Presentation on Going Places. Mr. Kim’s presentation was on “How might the Region look in 30 years?”He spoke on urbanization trends, planning process and scope which is a three phase process with an estimated timeline of four years.
The phases are:
Phase I: Existing condition assessment: Physical and Non Physical Condition Evaluation
Phase II: Future Landscape Exploration: Future Land Use Scenario Development and Assessment
Phase III: Building a Clear & Shared Regional Growth Framework.
The study area consist of Greene, Miami, and Montgomery counties
Cities of Carlisle, Franklin, and Springboro in Warren County
Mr. Kim stated there is a resolution for council’s consideration endorsing the existing condition assessments phases of the Going Places and would appreciate Council support in passing a future resolution.
A public input meeting is scheduled for October 20, 2009 from 6:00 – 7:30PM at the Franklin Fire Department and Mr. Kim is encouraging citizens of Carlisle to come and participate.

Mr. Wayne Shepherd, Lions Club Secretary, of 8195 Meadowlark Drive invited everyone to the Carlisle Lions Fish Fry on October 17, 2009 from 4:00PM to 6:30PM. The Lions will serve in house, have carry out, and delivery.

Mr. Gary Harrison, 4240 Rogers Ave stated he was running for Franklin Township Trustee, more than happy to sit down and talk about Fire, Emergency or anything else.

Council Report:
Mrs. Thompson stated she has received comments that citizens are pleased with the work that the City Council is doing. Eagle Ridge residents would like to see more Police Patrol; no problems just want to see the visibility of the police in the area. Mrs. Thompson stated she had received complaints of the ongoing issue with property maintenance, will give specific to the City Manager. Mrs. Thompson stated there is an ongoing problem with kids loitering around Subway. Mrs. Callahan stated she is aware of the
situation and the police are there on Wednesdays and Friday to speak with the kids. They have posted a “No loitering”sign.
Mr. Winkler was asked to recognize four Carlisle police officers for their help during a funeral of a former Carlisle Police Officers mother. The former officer now works for Franklin Police Department. This officer’s mother had died and Chief Boggess, Lt. Slyder, Officer Badger and Officer Mosley gave their own time to assist Franklin with the funeral possession. The family extends their appreciation to these officers.
Mrs. Branson announced that the Hot Dog Roast and Story Telling will be October 17, 2009 from 8PM to 10PM at the Roscoe Roof Park. The hayride and storytelling is free, there is a charge for the food.
Mr. Bowles asked the Mayor on how the Indian Path is working. Mayor commented working 95% of the time.
Mayor’s Report:
In the past, the students would use the brick path by Town Hall around the Flag Pole to cross over to the Whistle Stop, the situation has changed with new upgrades, the widen street, and new street light. Mayor stated he has marked the path that students should take with Indian Path Signs showing the proper direction to take. Mayor felt that it was working 95% of the time.
The Mayor commented that during the Lions Fish Fry, the Carlisle Historical Society will have an Open House at the same time for people who would like to see the History of Carlisle.
Managers Report:
Mrs. Callahan commented that the city has replaced a sound cable in the Council Chambers and that the problem with the sound system has been discussed with Mr. Warrington of Carlisle Local Schools. Mr. Warrington along with City Staff believe that the sound loss is due to how it is being broadcast out on the Time Warner System. City will continue to monitor the situation and try and find solutions.
Committee Report:
Mr. Lickliter stated the Finance Committee met this evening to discuss the Preliminary 2010 Budget. The committee will be meeting again to finalize some figures and will schedule three readings for the ordinance to be read, starting on November 10th. There were no surprises, and the 2010 wish list looks fine.
AN ORDIANANCE TO MAKE REAPPROPRIATIONS/SUPPLEMENTAL APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES FOR THE CITY OF CARLISLE DURING THE FISCAL YEAR ENDING DECEMBER 31, 2009, AMENDMENT NUMBER 11, AND DECLARING AN EMERGENCY.
Discussion: $23,500 is needed from the Eagle Ridge TIF Funds and $6,600 is needed from the Waterbury TIF Funds for additional distribution to the Carlisle Local Schools. $1,200 is needed for a new desktop computer system for the Mayors Court. $11,600 is needed in the Refuse Fund. Total appropriations request is $42,900.

Discussion: This resolution is to accept the amounts and rates determined by Warren County to authorize the necessary tax levies and certify them. This legislation needs to be approved by October 31, 2009. Warren County is asking for approval in certifying the estimated share of the tax revenue for our city.

Discussion: This is on for first reading only. This ordinance will reduce $37,000 related to the purchase of the Fire Engine. Will be on for second reading at the next council meeting.

This weekend the City of Carlisle read the news of Mayor Tim Humphries city owned computer and other items being seized by the Carlisle Police Department by many media outlets.  Yesterday, the publicity stretched further into the world of Television News.  The trucks, lights, and reporters were the talk of town as WLWT, Channel 5 was out in the city building their story.  We have talked to a few people who were asked questions about the mayor outside of the gas stations and if you saw the video (link at bottom) a few business owners where asked of their opinion of the story.

Here is the timeline thus far generated from several reports in the media:

City of Carlisle Police was informed about possible content by phone call lead.

October 17th Investigation begins

November 5th: 
Search Warrant issued to Mayor Tim Humphries to seize computer and contents
City of Carlisle Police Department seize computer from City Offices.

November 13th:
Mayor Tim Humphries denied any knowledge of the search warrant to media.
Police Chief Tim Boggess states to different media outlets he personally served Humphries the warrant on November 5th.

As of today:
No charges have been pressed.
Computer and contents are at FBI forensic computer laboratory.
Police Chief Tim Boggess expects to hear from FBI this week.
Inappropriate content has not been identified the information and warrant was sealed by courts.

This is not giving the City of Carlisle the greatest of all press.  It is not the greatest of all stories with all the great publicity we have received with the State Playoff Indian football team.  It is also coming off one of the biggest voter response this past election in a non-presidential election.

We will keep the city up to date with news on this as we get it.

If you didn't hear or missed the opportunity the City hosted a "Community Night Out" this past Saturday night. The original date was rained out from a week ago and rescheduled this past Saturday, August 1st at Roscoe Roof Park.

Carlisle Daily stopped by for a few minutes and mingled with the crowd and was able to talk with many familiar faces and some new. It was a great event hosted by the City and City Council. Many of the members of council were present along with a few that are running for City Council. The Fire Department, Police Department, and Franklin Township departments were present, as well.

The City was giving out free hot dogs and water, providing hayrides for the family, games for the kids, and cornhole for all ages. It was a great night to just get out and hang out with other residents of Carlisle.

There was also a booth set up by Western Southern Financial Group for Children's Fingerprinting kits and many families were taking advantage of this free service. It is safe to say that you have not been able to get your children fixed up with a fingerprint kit somewhere, please do not hesitate and do it for the safety of them. Thanks to Western Southern for providing this FREE service to our community's children.

The City of Franklin, also, brought over their Fire Safety House for families to gain knowledge and information about Fire Safety in your home and area.

All in all it was a fantastic opportunity to take advantage of some FREE fun in these times were many families are tight on money and getting a night out or a vacation is extremely costly.

Thanks to the City and its Council for providing this FREE event to the community! Hopefully, we will see more events such as these to take advantage of and that it will be heavily promoted so that the entire community can be involved.

Sources tell us that this morning one of the picnic tables at Roscoe Roof Park had been burnt and was still smoldering as of this morning.

We are not sure if it was intentionally set on fire or was by accident but yet it still is damage to a park that is widely used by our residents for Birthday parties, family reunions, and other gatherings. The park is also used by many as a wonderful walk or jog on the walking path that goes around the entire perimeter of the park.

If this was indeed some vandalism, it is a shame. Why does it seem okay to even children or whoever to damage city property in this way. We commend the city and their effort to provide such a nice place for the residents. Yet, some seem not to care and cause damage.

Such a pity and hopefully the police department begins to patrol with more awareness with these types of acts and the breaking and entering of cars in neighborhoods, as reported last week, in our Lock your doors at night....article.
