Written by Rick Amburgey: The city has rescheduled the Community Night Out, originally scheduled for last Saturday, for Aug. 1. It will be held this Saturday between 6 p.m. and 9 p.m.

The event was cancelled last Saturday because it was raining heavily in the morning and the forecast called for rain throughout the day. The morning rain cleared off and it turned into a nice, sunny day - completely dry by the time the Community Night Out was to begin.

Mayor Tim Humphries said it's a major concern to him that the event was cancelled without letting anyone in the city know the decision was made. Humphries said he showed up to the event, unaware it was cancelled. City Manager Sherry Callahan was also notified. Members of council and the public also were unaware the cancellation had been made. According to Humphries, there wasn't even a sign at Roscoe Roof Park telling people it was cancelled.

This Saturday's event at Roscoe Roof Park will be a rain or shine event, unless it is thundering and lightening.

The event will have hot dogs and refreshments. It will also have fingerprinting for the kids and much, much more!! Come out for a wonderful community event!!

Written by Rick Amburgey: Some people have been inquiring with the city as to why there are people taking pictures of property in Carlisle.

The answer is simple. The city is updating their records. The city has ZonePro software that allows them to save pictures that correspond to the property information. City Manager Sherry Callahan said several shots are being taken of each property. She added that in some cases city officials may be able to use the photos to answer questions over the phone to give residents an immediate answer without having to physically go to the property.

The photo and records are public records, so residents are permitted to come in and obtain copies. Anyone with questions should call the city at 746-0555.

Carlisle Park and Recreation Board will once again be hosting its Railroad Days Baby Photo Contest.

Rules are:
1. Child must be under 24 months of age by August 1, 2009.
2. Entry form must be completely filled out.
3. $5.00 entry fee must be paid at time of photo drop off (or mailed with photo).
4. Photo must be dropped off by 4:00pm on August 10, 2009 (if sending through mail it must be received by August 10th, as well)
5. On back of photo list: Name of Child and Date of Birth.

Sources tell us that this morning one of the picnic tables at Roscoe Roof Park had been burnt and was still smoldering as of this morning.

We are not sure if it was intentionally set on fire or was by accident but yet it still is damage to a park that is widely used by our residents for Birthday parties, family reunions, and other gatherings. The park is also used by many as a wonderful walk or jog on the walking path that goes around the entire perimeter of the park.

If this was indeed some vandalism, it is a shame. Why does it seem okay to even children or whoever to damage city property in this way. We commend the city and their effort to provide such a nice place for the residents. Yet, some seem not to care and cause damage.

Such a pity and hopefully the police department begins to patrol with more awareness with these types of acts and the breaking and entering of cars in neighborhoods, as reported last week, in our Lock your doors at night....article.

This will be one wild election year for the City of Carlisle. Already there have been six residents race to the Board of Elections and turn in their petitions to run for City Council. There has also been four to petition for School Board.

The interesting part about that whole statement is that all ten of these candidates have turned in their petitions more than a month before they actually are due. This type of eagerness to run for City Council and School Board could make this a very intense election.

The reason for the madness? Carlisle City Council only trails Springboro with the amount of positions that need to be filled in Warren County, Ohio with 4 of 7 seats that are open and those are Wards 1, 2, 3 and one at-large seat. That is a lot of positions to fill!

Airman Amanda Mattonen stationed at Luke AFB, Glendale, Arizona who graduated basic training at Lackland Air Force Base, Lackland, Texas on April 25, 2008 was deployed for this week to Iraq.

Mattonen was awarded the Thunderbolt the week of November 2008 at Luke Air Force Base. Her parents are Bobby and Sheila Thomas of Carlisle.

No one wants to believe it but we are halfway through this year already. That is right half way through this year. Many people will celebrate Christmas in July and many people will begin Voting in July. Though both of these actual events are 5 to 6 months away. There are many events that are around many areas celebrating Christmas in July. And there are many rumors, articles, and debates around about issues that must be voted on in November but are already being discussed here in July.

We found this article in digging around about potential levies. This is another levy that has caught the eye of most residents on making up the difference between Ted Strickland's budget cuts on the Public Library Funds.

"Ohio libraries have been busy contacting their local government officials in a rush to prevent Governor Ted Strickland's proposed budget cut of Public Library Funds by $227.3 million over the next two years.

Strickland's proposal is an effort to help close a $3.2 billion gap by June 30.

A vote on Monday, June 29, was expected to discuss these cuts, but some libraries, like the Franklin-Springboro Public Library have been hurting even before Strickland's budget cut proposal.

According to the director of Franklin-Springboro Public Library, Anita Carroll, the library has already been in the process of having to cut services, staff, new materials and putting on hold necessary maintenance.

Already, the library has decided to put a 1 mill levy on the November ballot to help keep the library running efficiently.

"One reason we wanted to do the levy is because this library actually needs to grow," she said. "So that levy and the money from the state was going to allow us to grow."

However, if Strickland's proposed cuts are approved, the levy will only generate enough revenue to keep them serving the community.

"We'll be okay and we'll be able to keep our doors open," said Carroll.

A levy resolution from the Franklin-Springboro Public Library must be approved by the Franklin City Schools in order to be put on the ballot. The library's service district encompasses Franklin Township, Franklin City, Carlisle, Springboro and the western part of Clearcreek Township to Bunnell Hill Road. The Ohio Revised Code states that the Franklin City Schools can place a levy on the library's behalf for the entire service district. Therefore, the majority from the service district will decide the vote.

"This operating levy is a first for any library in Warren County, so it is kind of a new concept for the residents," said Carroll.

The bottom line is if the budget cuts by Strickland do happen, Carroll said, "Literally, we'll cease to be the library that everybody in this community has come to know and love. We just wont be able to do it anymore."
