This November not only will you be voting for local City Council members and School Board members but there are some State Wide and County Wide votes that you will need to be educated about so that you can vote wisely. Carlisle Daily will begin to do some articles from Ohio.gov and other areas including opinions, research, and other findings to help the citizens of Carlisle be familiar with what is going to be voted on November 3rd.

TO AMEND THE CONSTITUTION TO ALLOW FOR ONE CASINO EACH IN CINCINNATI, CLEVELAND, COLUMBUS, AND TOLEDO AND DISTRIBUTE TO ALL OHIO COUNTIES A TAX ON THE CASINOS

Proposed by Initiative PetitionTo adopt Section 6 to Article XV of the Constitution of the State of OhioThis proposed amendment would:

1. Authorize only one casino facility at a specifically designated location within each of the cities of Cincinnati, Cleveland, Columbus, and Toledo.
2. Levy a fixed tax of 33% of gross casino revenue received by each casino operator of the four casino facilities.
3. Distribute the casino tax as follows:51% among all 88 counties in proportion to such counties’ respective populations. Half of each county’s distribution will go to its largest city if that city’s population is above 80,000.34% among all public school districts5% among all host cities3% to the Ohio casino control commission3% to the Ohio state racing commission fund2% to a state law enforcement training fund2% to a state problem gambling and addictions fund
4. Require each initial licensed casino operator to pay a single $50,000,000 fee to be used for state job training purposes and make a minimum initial investment of $250,000,000 in its facility.
5. Permit approved types of casino gaming authorized by Michigan, West Virginia, Indiana, and Pennsylvania as of January 1, 2009 or games subsequently authorized by those states.
6. Authorize the casinos to operate 24 hours a day, seven days a week, at the discretion of the casino operator and require that the casino facilities shall be subject to all state and local laws and provisions related to health and building codes, but that no local zoning, land use laws, subdivision regulations or similar provisions shall prohibit the development or operation of the casinos at the designated sites.
7. Create the Ohio casino control commission which will license and regulate casino operators, management companies retained by such casino operators, key employees, gaming-related vendors, and all gaming authorized by this constitutional provision.

A "YES" vote means you approve of amending the Ohio Constitution to permit one casino each in Cincinnati, Cleveland, Columbus, and Toledo.

A "NO" vote means you disapprove of amending the Ohio Constitution to permit one casino each in Cincinnati, Cleveland, Columbus, and Toledo.A majority YES vote is required for the amendment to be adopted.

Bryan Green is challenging Mary Ann Thompson for the Ward 1 City Council seat this November 3rd election. Take some time to read over the his bio.

I was born and raised right here in Carlisle. I have lived here almost my entire life. My family owned and operated a local small business from 1989 til 1998 when we moved the store to Middletown. I graduated from CHS in 1987 and joined the Ohio Army National Guard where I served with distinction on several volunteer humanitarian missions including Honduras and Jamaica.

I attended Wright State University and began working on my bachelor's degree in psychology. In 1992, during the first Gulf War, I wanted to serve in the war effort more directly so I disenrolled from College and joined the Active duty Army. I had to complete refresher training and by the time it was complete, the war was, in effect, over. I got married just as I joined Active duty and I served the remainder of my enlistment at Fort Bragg, North Carolina where I served with distinction as a senior mechanic in a Field Artillery Unit. I was quickly promoted to Sergeant and was named XVIII Airborne Corps Soldier of the Year.

I returned in 1995 and I re-enrolled at Wright State University and in 1998 I graduated with a bachelor's degree in psychology with concentration on Early Childhood Development. I entered Law School in the fall of 1998 at The Ohio State University. In 2001, I took and passed the Ohio Bar Examination. I practiced for a brief period at a firm in Middletown. I now co-operate the family business with my brother and practice law on a selective basis.

I am an avid supporter of tort-reform and increased accountability within the professions, especially law, medicine, pharmaceutical, and government. I believe, as our founding fathers did, that un-checked power inevitably leads to corruption and abuse and that it is the duty of every citizen to work to prevent it.

I have served the City of Carlisle by serving on several committees and by volunteering my time working with the youth. I know I have a lot more to offer and I am very committed to serving our City.

Lastly, I belive that every citizen should have a voice and that nowhere is that more important than at the local level. I believe that it is the duty of the public to be well-inormed and to appoint and elect ONLY those officials who CONSISTENTLY demonstrate a commitment to never forget the authority from where their powers derive...THE PEOPLE. As your council representative I vow never to forget that it is only by your gracious approval and with your support that I have the opportunity to serve you. I will endeavor at every juncture to SEEK FIRST THE WILL OF THE PEOPLE.

I am the proud father of two wonderful sons...Jack (10) and Drew (8). They are both active in the city's little league sports. I have been blessed with many wonderful opportunities to coach wrestling and---my passion---Little League Baseball. I think that family is the most important and valuable asset on Earth. In every conceivable manner, family is the link to our past and the bridge to our future. I am looking very forward to having the opportunity to serve the families of the city that I love.

Press Release

On Tuesday, September 22, 2009, the City of Carlisle officially appointed Krista R.Wyatt as its interim Fire Chief. Chief Wyatt began her official duties on Wednesday, September 23. The Fire Chief position became vacant upon the resignation of longtime Chief Greg Wallace on July 28, 2009. Chief Wyatt will serve as interim Fire Chief while City Council fully explores options for provision of fire service to City residents.

Several years ago City Council appointed an ad hoc committee whose purpose was to investigate options and make recommendations to Council with regards to the City’s fire service. This committee thought it would be beneficial to have a citizen survey with regards to fire service. In September, 2008, City Council directed that a survey be developed to gain input regarding various city services with several questions directly related to provision of fire service.

Subsequently, the City partnered with the Master of Public Administration Program at the University of Dayton to create a citizen survey and evaluate the results. The University provided this service at no cost to the City. Sixty-five percent (65%) of those responding preferred that the city continue maintaining its own volunteer fire department. Fifty-nine percent (59%) supported investigating the possibility of forming a joint fire district with neighboring communities. There was no significant support for creating a paid fulltime department or contracting with another governmental entity for provision of fire service. At their meeting of August 4, the Ad Hoc Committee reviewed the survey results and recommended to City Council that the City pursue a joint fire district. City Council accepted the Committee’s recommendation to pursue discussions with various neighboring communities on the formation of a joint fire district while maintaining its present volunteer force in the interim.

Chief Wyatt will serve as interim Fire Chief while the recommendations of the Ad Hoc Committee are explored. Chief Wyatt has over 20 years of experience as a firefighter/paramedic, 16 of which have been in a supervisory capacity. She is the first career Captain with the City of Lebanon Fire Department and has served in that position for over 10 years. She also served as a Lieutenant and Captain in the Lebanon Volunteer Fire Department. She brings significant experience to the City of Carlisle in the operation of a volunteer fire department. She has a Bachelor of Science Degree from Miami University, an Associate Degree in Fire and EMS Administration from Sinclair Community College and is a graduate of the Ohio Fire Executive Program. She is a Level 2 Fire Fighter, Paramedic, Fire Safety Inspector, Fire Fighter Instructor and EMT Instructor.

The City of Carlisle is fortunate to have someone with her experience and expertise serve on an interim basis to enable City Council and staff adequate opportunity to fully explore the options available to provide the best fire service to our residents and community.

There has been no official determination on the Fire Chief front but there is much speculation and rumor, so far. In the last City Council meeting, Jim Lukas City Manager of Franklin was present and the speculation, from what, we have heard, was that the Fire discussions would be a hot topic during the council meeting.

From what we have seen from online and from certain people in public attendance it was not discussed openly. Rumor has it that the City officials for Carlisle made it known that Carlisle has made their decisions on how they would replace recently resigned Fire Chief, Greg Wallace and proceed with the current Fire Department situation.

The rumor is that Carlisle is looking to hire a part time Fire Chief, part time. That fire chief would be current full time Fire Chief Michael Hannigan of Lebanon Fire Department. Rumor has it he will keep his full time position with Lebanon and serve part time as Chief of Carlisle's volunteer fire department.

***UPDATE*** Rumor is Fire Captain from Lebanon, Kristy Wyatt, not Fire Chief Hannigan.***

Army Reserve Private First Class Elizabeth M. Williams has graduated from basic combat training at Fort Jackson, S.C.

During the nine weeks of training, Libby studies the Army mission, history, tradition and core values, physical fitness, and received instruction and practice in basic combat skills, military weapons, chemical warfare and bayonet training, drill and ceremony, marching, rifle marksmanship, armed and unarmed combat, map reading, field tactics, military courtesy, military justice system, basic first aid, foot marches, and field training exercises.

Libby is currently attending Advanced Individual Training at Fort Sam Houston, TX where she continues her studies and training to become a Combat Medic/Health Care Specialist.

Libby is the daughter of Mike and Barb Williams and sister of Katie Williams of Miami Township, Ohio. She graduated from Carlisle High School with the class of 2006. After completion of AIT Libby will return to Anderson University (Indiana) to complete her senior year of college.
