The Mayor of Carlisle,Tim Humphries, who has been in the public media for the past few months is speaking out to Channel 22 ABC.  The Mayor has had his office computer confiscated and several charges in a road rage incident in December.  These charges have brought a slew of negative publicity to the City of Carlisle.

But yesterday, Channel 22 ABC interviewed the Mayor and his attorney concerning the charges.  Humphries explains that he was set up and it is all a part of a political scheme.  The interview consists of surveillance tape of Wal-mart on the night of the Road Rage incident.  The individual following Humphries circled his van several times before following him into Carlisle that night.

    Once again, as for my comments on the other stories, I stand behind them. Regardless of what is happening in the political arena, YOU DO NOT GET OUT OF YOUR VEHICLE WITH A WEAPON! I don't care if this guy has been set up or if everyone and their mother is out to get him, YOU DO NOT GET OUT OF YOUR VEHICLE WITH A WEAPON. I have heard some people talk about how nice the Mayor is. That's great. Everyone is allowed their opinion. What I have not heard is an apology. He screwed up and has not offered the slightest hint of an apology. I think that would go a long way. I would have more respect for someone who messed up and apologizes than for someone who messed up and hides behind a conspiracy theory.

    Jay you are right on track. He has spent a lot of time making up stories to deflect from his poor judgement. If he were a decent guy he would resign and save the city any further embarassment. Of course if he were decent we wouldn't have this problem.
    Note to the new council members - keep in mind you were elected to represent the citizens and uphold the charter, not to defend your buddy.

    Yeah, why was he going so slow anyway? You don't go 14 mph on a roadway. It's obvious from the tape the guy was waiting to follow him, but Humphries should've driven faster, and Jay's right, why would he pull out a weapon on the other driver? I'm sure he's a great guy, but that's unexcuseable. Especially as the town mayor, you don't threaten one of your citizens, you should act in a calm manner, and he should've been the bigger man in that situation.

    This man continuously hides behind other people. He never makes comments on camera however he runs his mouth all over town. If you really believe something then say it where everyone can hear it. I wouldn't put it past him to have gotten the guy to follow him just so he could say everyone is out to get him so he can use the same claim on his other pending "problem".

    I agree everyone has their opinion but lets face it he has embarrassed Carlisle with his error in judgement and voters need to wake up. And as for the comment regarding new council members: their political strategy was that THEY were going to do what the citizens of Carlisle asked of them. Let's see whether that holds true or not. I hope so but thus far they have been busy defending the mayor based solely on his side of the story I'm sure. Time to problem solve everyone....

    In this situation what would have been the "bigger man" thing to do? He could not have known what the person intended to do. He called for police assistance. Should he have driven home knowing someone was following him for quite some distance. He did not drive 14 mph the entire way from Walmart.Have you never sped up and slowed down when someone is tailgating you? Everyone has. He did not get out and pull a weapon(a baseball bat- really a weapon?) until this nutcase followed him and he felt the need to protect himself. Would anyone else really have handled being followed in a calm manner? Yes, you do threaten on of your citizens that waits over 30 minutes to follow you home. That citizen is the one in the wrong not the Mayor who simply went shopping.

    RJ - yeah, a baseball bat can indeed be used as a weapon. Why else was Humphries holding it as he left the car? To show it off to the other guy? No, it was to confront the other driver, which makes it a weapon! No, I don't slow down with someone tailgating me. I go the speed limit, and they'll just have to take it (although sometimes I slam my brakes). He should've just kept driving till the cops came - he didn't have to stop in the road and try to engage the other driver in a fight. I wouldn't confront someone following me, how do I know he's not armed? So, I wait for police assistance. At the time of the incident, Humprhies didn't know the guy was waiting 30 minutes to follow him, so he couldn't have felt too threatened. He simply had road rage, he wasn't defending himself.

    The bigger man would have stayed in school, got a job and become a productive member of society. Instead we have a bat-wielding nut-job acting as mayor.
    I'm not sure who is worse him or the people that continue to defend him. The conspiracy you have to buy into is better than anything on TV.

    RJ...A baseball bat is a weapon. That is a fact. No one with at least a 6th grade education can argue that it is not. If you were holding a baseball bat and the police showed up, they would tell you to drop the weapon. If someone came after you with one, I am sure you would think it was a weapon.He was close to the police station and if he was so scared for his life he should've gone there. He stated in court that he was merely helping the police get the situation under control. He put the officer in danger by going vigilante. This isn't the movies. He has an obligation to the citizens of Carlisle to follow the laws not break them because everyone else is out to gt him. You always have options and he picked the wrong one.

    It's very interesting that everyone making comments doesn't want to talk about Tyler Anspach's actions. He was clearly stalking, menacing, and harassing Tim. In fact, that is VERY scary to think something or SOMEONE influenced him enough to wait 25 minutes for Tim to leave Walmart. We now know by Tyler's call to 911 that he was trying to set Tim up. What a coincidence this happens right after one of the biggest elections in Carlisle.

    It's clear that Tim knew half way home that night that he was being stalked. If I felt my life was in danger, I would also be ready to defend myself.

    I'm waiting for the Carlisle Police to take action now that we all know that Tyler was obstructing official business by abusing the 911 emergency system. I haven't seen anything in the press about the charges that will be filed on Tyler. Hopefully, the Warren Prosecutor will step into this situation and charge the person that put all of this together. Tyler is the one who put lives in danger by creating this unnecessary situation which in return resulted in the police and Tim having to stop in the middle of the road.

    Isn't it also very strange that a current council member ("Jim) was bashing Tim throughout the other articles on Carlisle Daily. He did his best to do all of this incognito. Is that the way a Leader is supposed to act? Is this really someone that represents our community? Maybe "Jim" and his friends should focus their energy on building relationships rather than stirring the pot for our community.

    Please also keep in mind "the weapon" that Tim had was a miniature novelty bat. The same kind of bat that is given away at Cincinnati Reds games. I would hardly classify that as a weapon.

    Shame on everyone in Carlisle who is bad-mouthing the Mayor.. Anyone who would even take a minute to get all the facts before running their mouths would find out that this so called "bat" is a 14" toy bat.. It would be nice for the citizens of Carlisle to get behind their mayor and other leaders and find out why a certain group of people are trying to set up a guy... The only guy in years who actually wants to help Carlisle grow!

    Par for the course with Humphries. If anyone had any idea about this guy conducted himself while in high school and the 10 years or so after high school, they never would have elected him in the first place. He should resign and save the City further embarrassment...we're already a laughingstock as it is.

    I have to agree with Jack. Not sure what Greg and Ann are smoking. No matter what the kid did there is no excuse for Tim to even have gotten out of the car. How do you "set up" someone to do something like that and why would anyone bother. Tim is his own worst enemy.

    They don't give away those bats anymore at Reds games. Wanna know why? Because people were getting out of control with them in the stands. And, if that bat was "no big deal" why was he wielding it if he didn't think he could cause damage with it? If it would serve him no purpose, he wouldn't have grabbed it as he left the car. Furthermore Greg, Tyler didn't put lives (plural?) in danger, and Tim didn't have to stop in the road. He could've pulled into a plaza, on the side, at his house, or driven to the police station.

    Greg and Ann and anyone else who wants to make excuses.... it doesn't matter how big your bat is...what matters is intent. If I stop in the middle of the road and advance upon someone with something that can cause bodily harm...I am breaking the law. But since everyone is so concerned about classification of a weapon...if I advance on someone after stopping in the middle of the road with nothing in my hands....I AM STILL WRONG!!!!! However tiny the bat may be he can still hurt someone with it. You can be killed with much less than a novelty bat. The reason no one is talking about this Tyler kid is because he doesn't represent Carlisle. I don't believe anyone condones his behavior, but the mayor did not handle himself as he should have.

    Furthermore...Greg you made it sound as if the mayor had no other option but to stop in the middle of the road...that Tyler made him do it. Every man is accountable for his own actions. I agree that Tyler put lives at risk but the mayor increased that risk by getting out with his little bat. It's funny how the bat gets smaller and smaller, next week the story will probably include him getting out with nothing but a pencil to write down a plate number. As far as Jim commenting on the other stories...I didn't realize when you took office you forfeited your right to an opinion. He used his own name and didn't hide when someone asked him if it was him. This comment section does not say anything about having to use last names. If he was hiding then by your reasoning, you are too. Don't get me wrong, I don't think you should have to put last names but just pointing out the hypocrisy of your post. Still waiting on the apology....

    It's obvious that many individuals commenting on this post are not that familiar with Carlisle. I keep reading about why didn't the Mayor drive to the police station before getting out of his car. Do you really think the Carlisle Police station is staffed at 12:00AM? Please make sure you are familiar with the facts before rushing to judge him.

    The Mayor has no reason to step down. The citizens of Carlisle voted him in and he is here to stay for his term. He will now be able to bring about positive change to Carlisle since he has new council members that are willing to work with him instead of against him.

    Carlisle should be very excited about the new council members and the Mayor. They have a strong relationship and know what is best for Carlisle. Their four votes will go along way when it's time for them to decide on some improvements for Carlisle.

I wish I still lived in Carlisle so I could vote for Humphries. It's about time somebody stood up to you all of you punks who wait for a large enough group to gather then run your mouths. We now know that the mayor was on a community service mission...what was that punk kid doing and why do you keep avoiding the fact that he was committing a felony by stalking a political official...You're a moron. All I can say is I'm glad to see that you spend so much time on here bashing the mayor...it just means less time you're out there somewhere using valuable oxygen that decent people could be using.

    ok Greg...you got me! I do not know if the police station is staffed at night...but I do know that he had already called the police and made them aware of the situation...it would not have been hard for him to wait until the police showed up. Let's review the facts that everyone is familiar with....he stopped his vehicle and approached another vehicle with a weapon. Maybe we should just rename Carlisle to Tombstone. If this is allowed, there is nothing stopping anyone in Carlisle from stopping and getting out to threaten anyone that they feel is doing them an injustice! This is not the precedent that we want to set. I am still amazed at how many people think that this is ok. If someone had done this to you, you would be out for blood! Evidently I live amongst a bunch of hypocrites. They expect justice if something happens to them but if they , or their good ol boy friends, do something to someone else they just expect it to be swept under the rug. My children blame everyone else, I expect more from adults! Wake up and demand that he take responsibility for his actions. Give me an apology and I will drop it. I will respect him for admitting he was wrong. The longer he blames everyone else, the more respect he loses and soon it will be too late, the damage will be done.

    Well, someone was obviously working at 12:00 am that night, because a cop showed up to the scene. Even if no one was there, it would've been smarter to stop off there and wait for a patrolman to arrive than stop in the middle of the road.
    And how am I to not know that the station wasn't staffed at 12:00 am, if that's even true? They could've had someone there still; it's not entirely crazy. I also didn't know that to be familiar with Carlisle you had to know when the police station had someone working there. I wouldn't really consider that a widely-known fact, because no one's ever mentioned it before. So, I really don't see how that's something I should've been familiar with.

    As I stated, the police station isn't staffed after hours. Yes, Carlisle does have police patrol 24x7. I would assume that is standard for all municipalities.

    I just can't agree that in this situation it would make sense for Tim or anyone else to pull off of the road or into a parking lot and wait for a patrolman to arrive. I just don't see how this would be logical and safe when someone is stalking you to this level. From the articles I have read, the patrolman arrived after Tim and Tyler had already stopped. I can only assume that Tim had the bat in hand in case the person stalking him decided to attack him. To me, it makes logical sense to be prepared for the worst in a situation like this.

    My point was not for him to stop. It would be easy for Tim to have been on the phone with 911 relaying information to the police and letting them know where he was or to say meet me at this place. You should never stop your car and confront BECAUSE it is so dangerous. You put yourself, the other person and eventually the officer in danger because now he has to deal with 2 aggressors instead of one. It does not set a good precedent for our mayor to essentially take the law into his own hands. I can understand the emotional decision but it was rash and not very smart. We have all made those decisions and have had to deal with the consequences. I still would like to see an apology instead of trying to place blame elsewhere.

    Jay I'm afraid you have misunderstood the situation. The one you called mayor is not merely a public official but a local demi-god. He has no regard for your rules or so-called sense of decency, they do not apply. You also might have thought you lived in Carlisle. This is also a misconception, it is now Humphreyville which is ruled by the almighty Tim and his newly anointed underlings. Peasants beware not to annoy the king or his lords.

    David...I am just curious what part of the mayors actions you believe to be right? Then, which part of his actions do you believe to be lawful? I am not sure what I have done to upset you? I guess the truth upsets us all from time to time. Throughout this whole ordeal I have just asked for an apology. Is that too much? I ask my children to apologize when they do something wrong, should we as adults be above that? I have not called the mayor names and I even stated that I understood why he did it but it was still wrong. If you would like to comment on the story, go ahead, but to continue to bash me in such an unprofessional way does nothing but make you sound angry and ignorant. I would like to think you are neither. Now that it has been ruled ok to stop your car and confront others, i shudder to think of the ways that people will stand up to us "punks". And just so you know, I don't condone the actions of Tyler. Never have. And I don't spend a lot of time on here. I am too busy serving the community through community sports boards, The Scouting program, taking in (and adopting) foster children, going to church and trying to set an example for the youth in this community. What do you do exactly besides attacking people and making no valid points what so ever?

    Well its obvious this conversation needs a new look, after reading all this gosip. A Cop carries a baton on his duty belt, this item ranges from 16" up to 26", as a Self Defense Tool, or a less leathal weapon to defend themselves, so his "little bat" that was only 2 inches smaller than a baton still seams to be a weapon. and if you really need a cop in carlisle you dont stop at the police station at 12am you go to the king kwik and you can almost always find them there.

If you are as intelligent as you THINK you are, you would read what Jay was writing, and comment on his statements. Quit talking to hear yourself talk.     705.79 Powers and duties of mayor.
    The mayor of a municipal corporation organized under sections 705.71 to 705.86, inclusive, of the Revised Code, shall:

    (A) See that the laws and ordinances are enforced;

    (B) Recommend measures to the council for adoption;

    (C) Keep the council fully advised of the financial condition and future needs of the municipal corporation;

    (D) Prepare and submit to the council such reports as are required by that body;

    (E) Appoint competent, disinterested persons, not exceeding three in number, to examine without notice the affairs of any department, officer, or employee, and report the result of such examination to the mayor, and such result shall also be transmitted by him to the council without delay;

    (F) Perform such other duties as the council determines by ordinance or resolution.

    Effective Date: 10-01-1953

    Remember "Home rules" (Charter) first, then the. State rules. That is the process Carlisle is run by.
