Just a reminder that the first City Hall Meeting of the month is tonight, April 13, 2010 at 7pm at the City Building.  If you want to be apart of your city and involved in the meeting the public is encouraged and invited to attend!

There has been much to wonder why Carlisle Daily did not tackle some of the major issues that have surfaced recently in our community.  So being just a one person blogger with not much concern of proper grammar that some might like to see, I have created three reasons why I have not.

1.  I didn't want too, plain and simple.  It could have helped ignite visits to the site that would have been off the chart allowing me to be able to show some pretty lofty traffic numbers to advertisers and sponsors.  But the simple fact that I did not even want to address the issues is the biggest reason.  With my limited time I wanted to make sure I was doing this site for the right reason.

Now let's say if I wanted to...

2.  I did not have time.  I am just now going full time with this site.  It has only been live since May 2009.  I have been blessed with some writers, photographers, and video guys to lend some things here and there but primarily it has been me, a full time job, and a full time family trying to produce these articles.  The issues we have had in our community truly would need a full time investigative reporter gathering pretty hard facts before they decided to flaunt their articles to the world.  I did not have that time nor the means to hire someone who could.  Therefore it is not proper for us to blog about things we do not know!

3.  The He said, She said game.  This would be the biggest reason for not even posting anything about the issues that have arised in Carlisle.  We all know our roots and sometimes they are rotten.  The He said, She said would have been easy to publish.  Again, this would have also inflated my traffic therefore giving me a great deal of popularity.

Call me old fashion though...I would rather read about facts and not the Enquirer.  I am a nerd that way.  And I believe if you are going to report on issues as large as the ones we have seen in Carlisle you better have all your i's dotted and t's crossed.  If not, then why report on He said, She said!

This however, has caused me to think about the future of CarlisleDaily.com and TheVoiceofMiamiValley.com.  It has given me inspiration to get out and start really giving this site a chance.  I am going full time and going to work on getting to every meeting, school event, and business ventures that I can so that our Community has a true source of information, news, school sports, and anything else I can tackle.

Last night City of Carlisle's City Council meeting, Law Director David Chicarelli was prepared to report on the findings on the Mayor's work computer that was confiscated back late last year.  Instead, Council voted 4-3 to delay the report because it seems they were not notified that the report would be read in the open session of last night's City Council meeting.  The vote also was cast to give Council and the Mayor time to prepare properly for the conclusion of the report.

The report has been delayed till the next City Council meeting on February 23rd.

There has been no official determination on the Fire Chief front but there is much speculation and rumor, so far. In the last City Council meeting, Jim Lukas City Manager of Franklin was present and the speculation, from what, we have heard, was that the Fire discussions would be a hot topic during the council meeting.

From what we have seen from online and from certain people in public attendance it was not discussed openly. Rumor has it that the City officials for Carlisle made it known that Carlisle has made their decisions on how they would replace recently resigned Fire Chief, Greg Wallace and proceed with the current Fire Department situation.

The rumor is that Carlisle is looking to hire a part time Fire Chief, part time. That fire chief would be current full time Fire Chief Michael Hannigan of Lebanon Fire Department. Rumor has it he will keep his full time position with Lebanon and serve part time as Chief of Carlisle's volunteer fire department.

***UPDATE*** Rumor is Fire Captain from Lebanon, Kristy Wyatt, not Fire Chief Hannigan.***

So with many already talking about this rumor it will be interesting to see if this the direction City Administration for Carlisle is taking. We have reached out to City Manager, Sherry Callahan, for a potential update and some validity on which direction the city is going.

Railroad Days was a delight this year even though it had the annual heat to bear with. The two day event had many different bands, contests, raffles, inflatables, booths, and of course food.

It was a joy to see all the kids of Carlisle enjoying all the games, inflatables, and fun that Railroad Days had to offer. This year they rearranged the booths and the paths that made things more convenient and stand out more!

The stage was assembled in a perfect place for lawn seating and was more strategic for the audience! All in all what a great year!

Written by Rick Amburgey: Some people have been inquiring with the city as to why there are people taking pictures of property in Carlisle.

The answer is simple. The city is updating their records. The city has ZonePro software that allows them to save pictures that correspond to the property information. City Manager Sherry Callahan said several shots are being taken of each property. She added that in some cases city officials may be able to use the photos to answer questions over the phone to give residents an immediate answer without having to physically go to the property.

The photo and records are public records, so residents are permitted to come in and obtain copies. Anyone with questions should call the city at 746-0555.

Here are excerpts from the last City Council Meeting for 2009 on March 24th, 2009. The City is continually looking for ways to improve Carlisle. Provided in the meeting minutes below are some improvements that Council is looking at for 2009.

light improvement and additions. This will drastically, change the look and feel of our city streets. Since there was no capital improvements in 2008 this is a good step in improving the look and feel of Carlisle. The minutes did not provide where the street lights will be changed or added. But this is definitely a good change/addition to the streets!

AN ORDINANCE TO MAKE REAPPROPRIATION/SUPPLEMENTAL APPROPRIATIONS FOR CURRENT EXPRENSES AND OTHER EXPENDITURES FOR THE CITY OF CARLISLE, DURING THE FISCAL YEAR ENDING DECEMBER 31, 2009, AMENDMENT NUMBER 3, AND DECLARING AN EMERGENCY.
Discussion: $2,000 needed for the estimated cost of an expert witness for a court case regarding de-annexation. $2,000 needed for MDC’s unit for the police command vehicle (a portion of the money in the 2008 budget was put back in the reserves and not available for use during 2009 without approved re-appropriation. $15,500 for asphalt/road repair related to the replacement of sewer valves at Marty Lee and Jill. $2,500 is needed for software upgrades that are necessary for improved utility billing. Total appropriation request: $22,000.

AN ORDINANCE DETERMINING TO PROCEED WITH THE LIGHTING OF STREETS, LANES AND OTHER PUBLIC WAYS IN THE CITY OF CARLISLE, OHIO.
Discussion: This ordinance is on for the first reading and will be on for second reading at the next council meeting. This is the second step in the process.
AN ORDINANCE LEVYING SPECIAL ASSESSMENTS FOR LIGHTING OF THE STREETS, LANES AND OTHER PUBLIC WAYS IN THE CITY OF CARLISLE, OHIO WITH ELECTRIC LIGHTING.
Discussion: This ordinance is on for the first reading and will be on for second reading at the next council meeting. This is for recovering 75% of the cost of operating streetlights in the city and 100% of the capital investment in lighting. There were no capital improvements during the calendar year 2008. This is the final step in the process of assessing this item. This year’s assessment’s total $35,901.20.
